Jim Brey – Manitowoc County Born and raised in Manitowoc, Jim Brey has served on the County’s Board of Supervisors since 1996 and currently serves as Chair. His past committee activity includes service on the County’s Human Services Board. Brey is also an alderman on the Manitowoc City Council and in addition to his government service, he is employed as the Receiving Coordinator at the Stecker Machine Company in Newton. Brey’s resume includes employment at Holiday House in Manitowoc, an organization whose mission is promoting the advancement and dignity of individuals with disabilities. Allen Buechel – Fond du Lac
County First elected in 1993, Allen Buechel has served as Fond du Lac’s County Executive for five consecutive terms. Under his leadership Fond du Lac County formed Creative Care Options, the state’s first Family Care pilot program. Buechel was instrumental in developing the ‘Save a Smile’ program providing dental care to Medicaid-eligible children in Fond du Lac County. Judy Goldsmith - Fond du Lac County Judy Goldsmith grew up in Two Rivers and later earned her Bachelor's degree from UW-Stevens Point and Master's degree from the SUNY-Buffalo. She taught English for 15 years, first in Buffalo and then in Manitowoc, before becoming involved in the National Organization for Women where she served in state and national leadership positions, on the national board of directors, and finally as executive vice president and national president of the organization from 1982-1986. Later, Judy taught classes at UW-Stevens Point and then served as Campus Dean/CEO of the UW-Fond du Lac from 1993-2002, and as Interim Dean from 2009-2010. She served on the Board of Directors for the Family Care program run by Creative Care Options of Fond du Lac County, and currently serves on the Fond du Lac County Board of Supervisors. Mark Harris – Winnebago
County Mark Harris was elected Winnebago County Executive in 2005 and is now serving his second term. Mark’s background includes experience working as an accountant, practicing law and work as a bank trust officer. He worked as Vice President of Associated Trust Company in Oshkosh prior to his election as Winnebago County Executive. Harris’ public service career includes three terms on the Oshkosh City Council, and one year serving as Mayor of Oshkosh. | Ken Stoffel
- Winnebago County Ken Stoffel retired in 2011 as Deputy Director of the Winnebago County Department of Human Services. Before working for Winnebago County, Ken was the Developmental Disabilities Coordinator in Kewaunee County. Ken is a past President of the ARC of Winnebago County and served on the Family Care Planning Committee for the Northeast Region, and on the Lakeland Care District's Stakeholder Communications, Planning & Governance and Case Management planning committees. Born and raised in Appleton, Wisconsin, Ken has lived in Oshkosh since 1982. He has a Bachelors Degree in Social Work and a Masters Degree in Counseling. Jim Koziczkowski –
Winnebago County Jim Koziczkowski was appointed to represent the City of Neenah’s 7th District on the Winnebago County Board in 1991. He served on the County’s Board of Health, and then the Social Services Board, before leading the conversion to a County Human Services Board in 2000. Koziczkowski retired from the City of Neenah’s Fire Department in February of 2000, after serving as a Shift Commander. He was a member of the Lakeland Care District’s Steering Committee. Todd Moely – Fond du Lac
County Todd Moely has served on Fond du Lac County’s Long Term Care Council for 17 years and is currently its Chair. He also serves on the Board of Directors for Fond du Lac County’s Creative Care Options Family Care program, and on the Cerebral Palsy of Mideast Wisconsin’s Board of Directors. In 2008, Moely received the Distinguished Service Award from the Governor’s Committee for People with Disabilities for his extensive involvement in advocacy activities for people with disabilities. Judy Ruggirello – Manitowoc
County Judy Ruggirello taught special education for over 35 years prior to her retirement. She has been a volunteer and board member of the local ARC, served as an advisor for the Youth ARC, and served on Manitowoc County’s Special Olympics Board. Ruggirello now actively volunteers in Manitowoc delivering meals and library books to the elderly, and at the local hospital. She lives in Manitowoc with her adult son with special needs. Bob Ziegelbauer – Manitowoc
County Bob Ziegelbauer has served as the Manitowoc County Executive since 2006. His extensive local governmental experience includes stints on the Manitowoc County Board, the Manitowoc City Council and the Lakeshore Technical College Board. Ziegelbauer is a former small businessman, City of Manitowoc finance director and college instructor, and served on the Board of Directors for the Manitowoc-Two Rivers YMCA. He has represented Manitowoc in the State Legislature since 1992.
